I don't recall if I've stated this opinion before, but I'm not at
all certain that Tonks can change into a *specific individual*.

I don't know how many here might be familiar with the 3D package
POSER from CuriousLabs (formerly MetaCreations), but one of the
features of this program is that you can use "Parameter dials" to
adjust the facial features of your human figures.  By this analogy,
I see Tonks as kind of a sentient Poser figure, using mental
"Parameter dials" controlled by her magical powers rather than
3D algortithms to change her looks.  But trying to get a Poser
figure to look like a specific person is very difficult (though not
impossible); and I think the same is true of Tonks -- she can
tweak her features to a spectacular extent, but she's not human
Polyjuice -- She can't very well emulate the appearance of another
person, at least not enough to pass for them.

That's my theory, anyway.
