Not to mention that even in the muggle world of us readers, Twins are 
supposed to be connected through some means that only makes sense to 
them.

We've seen news stories about twins having a seeming Corsican bond 
between them, feeling each other's pain.

We've seen news stories about twins who can carry on conversations 
with each other in a language that no one understands but them. 

I don't think no one can tell the twins apart.  Molly has only made 
the "Call George Fred or vice-versa" mistake once, and she was really 
flustered at the time.


I think they are just so comfortable with each other and the fact 
that they behave as a team/unit most of the time, encourages other 
people to not separate them out one from the other. 

I also think that's why Molly saw the Boggart as "dead twins," not  
Dead Fred and then Dead George.  They're inseperable as if they were 
Siamese twins, so people just don't think of Fred alone or George by 
himself. 

They think of Fred and George together. Always. 

I think the way Fred and George look at it is that they're the only 
set of twins in the Weasley family and that makes /them/ the cool 
ones.
