Sirius was also cooking and cleaning.  He cooked meals, and was 
cleaning and decorating the house for Christmas.  Also, Molly was 
only doing that while there with the kids.   Remember Dumbledore had 
to contact her at the Burrow to tell her about Arthur's injury.

Molly is a fussy, protective mother.  No question.  Now that LV is 
back, and several of her kids are friends with LV's number one 
opponent – according to prophecy and past history, it is 
understandable that she is even more nervous about them (and Harry 
by "adoption").   

As for work with the Order, Sirius made at least one reference to 
her being on duty.  We just don't see what the Order is doing while 
Harry and company are at Hogwarts.
