Is the Chief of Aurors a member of the Order? Is the current Minister 
of Magical Law Enforcement a member of the Order? Dumbledore has more 
allies inside the Ministry than just Arthur, and people who were 
Aurors in the previous Voldemort years (and closely remember that 
struggle) might have more faith in him than Fudge does. A Dumbledore 
-supporting Minister of Magical Law Enforcement would have a tight 
line to walk to avoid being fired by Fudge, who playing fast and 
loose with the law, at least in Harry's trial.
