Bookworm:
Why not?  They are as much Sirius' relatives as those on his 
mother's side.

Actually, the tree doesn't mention Molly Weasley.  If she were 
directly related to Mrs. Black she would be a "cousin" not a "cousin 
by marriage".  See: http://www.hp-lexicon.org/black-family-
tree.html  (My mother's sister's husband's brother's kids – did you 
follow that line?? – are my cousins by marriage, i.e., no blood 
relation.)  Sirius' closest relations are Andromeda, Narcissa, and 
Bellatrix, assuming they are actually first cousins.  The term 
cousin can refer to any degree of relationship.
