Bella's accent (OOP audiobook)

My daughter and I have been listening to OOP (second time for her and first for me, as I wanted to read it for myself first).  We just finished it this evening and I have a question about Bella.  Jim Dale surprised me by using a French accent for her character.  Her maiden name is Black and she is Sirius' cousin, so I was quite surprised by this.  Of course, cousins can certainly have different nationalities, but I didn't get that impression when Sirius and Harry were looking over the family tapestry.  Is it artistic liberty by Jim Dale or is there reason to believe she is French?
