While we have been hard on Petunia and Vernon for their treatment of 
Harry, there is definetely another side of the coin to her.

We know that her (and Lily's) parents were both proud that Lily had a 
magical background. There is no mention if Lily and Petunia's parents 
themselves (one or both) were of the WW. We did find out that Petunia 
knows quite a bit about the WW, and even about Voldemort.

While most would subscribe to the notion that Lily's heritage 
includes Slytherin's bloodline (green eyes etc.) that would mean that 
Petunia was too. In fact, a Slytherin bloodline may indicate that 
they were the products of dark Wizards (much like Sirius came from 
the Black's).

Wouldn't you fear magic if your family came from that background? Her 
fear and loathing of magic almost becomes understandable when it 
comes to that. She and Vernon may both be the types of wizards who 
have supressed their abilities (Vernon's Mimblewimble charm in SS 
still stands out in my mind) becuase the perspective of magic they 
have is very dark and very dangerous. 

Can we really blame them for seeing Harry as dangerous when it comes 
to that?
