Hmm.. This is an interesting take opn things, but I have to say I
disagree with it all. This is long, but bear with me-

For one, Harry is barely a year away from being a legal adult, so I
doubt anyone will be appointed as his foster parent(s). If it does
happen it would most likely be the Weasleys for obvious reasons, or
Lupin alone, not Tonks. She's only a few years out of Hogwarts which
makes her not much older than Harry. I don't see the relationship
between Harry and Tonks becoming more than two people with mutual
respect for each other and becoming friends. So far Tonks is just
another person looking out for Harry's safety and best interests.
I'm not dismissing the idea maybe Tonks will play a pivotal role in
the remaining two books, but not as parental figure to Harry. Plus,
did Tonks actually say Sirius was her first love and I missed/forgot
it, or is this a subplot you're writing on your own? The idea
they're first cousins (once removed) and were romantically involved
is pretty out there. I mean, to each their own and all, but we are
still talking about a book series originally intended for children.

There's never been any canon for Lupin and Tonks being romantically
involved. Maybe behind the scenes, but all this speculation to me is
just hopeful thinking for some readers. Lupin is very much a loner
due to circumstance beyond his control, so the likelihood of him
taking up guardianship of Harry in the literal sense is a stretch.
Though I do see them bonding more, Lupin being a third father to
Harry in the figurative sense, and getting closer than ever.

Now as far as the two as a couple, I don't see it. I'm sure when you
say chemistry you mean romantic chemistry, which makes this another
fanfic being written. The only romance amongst the adults ever
talked about in these books is that of Lily and James.

And don't forget, Harry already has guardians in the Dursleys so he
doesn't need anymore legally, since his home is in the Muggle world
and doesn't live in the WW year-round.
