Okay, I cannot take credit for this idea, but I loved it so I'll put
it out there again. It could be possible that Harry was not the one
at all who broke Marge's glass in PoA. It could have been Petunia,
tapping into her own stores of possible abilities, reacting to the
fact that her sister-in-law pretty much referred to Lily as a bitch (I
remember being quite shocked the first time I read that scene).
In CoS Filch is desperate to learn how to do some magic, and he
believes he can, with the Qwikspell (I think) kit/book/whatever it
was. If he can do magic in some way, then maybe Petunia has some
unrealized potential as well. I know many people believe she is the
one who will come across magical abilities later in life. Maybe this
is proof.
