Voldemort only showed up at MoM after Harry taunted Bella that the 
prophecy was broken and Voldemort would be angry

I do not think Snape tipped him off that Dumbledore would be there 
because V. was "shocked" when he saw Dumbledore, and Bella tried to 
tell him D. was there but he would not listen, my canon:
Harry to Bella (pg 812) "Don't waste your breath!" yelled Harry, his 
eyes screwed up against the pain in his scar, now more terrible than 
ever. "He can't hear you from here!"  "Can't I, Potter?" said a high, 
cold voice....Lord Voldemort had appeared in the middle of the 
hall...  

Then when Bella starts sniveling, he says "Be quiet, Bella," said V. 
dangerously..."Do you think I have entered the Ministry of Magic to 
hear your sniveling apologies?"
"But Master-heis here-he is below-"  Voldemort paid no attention (so 
he was so wrapped up in Harry he missed that Dumbledore was below 
tying up his DEs.

Then when V. tossed the AV curse and the statue jumped in between 
them, he said "What-?" said V., staring around.  And then he 
breathed, "Dumbledore!"

So, clearly V. had no clue who he would find at the ministry.  He 
simple came because he could read Harry's mind and knew the prophecy 
was gone and all his work for nothing-he came to kill Harry and 
punish Bella.

Snape had nothing to do with it. Although Snape did not talk with 
Sirius, we know that Snape did warn Dumbledore of Harry and Hermiones 
exit.  Not saying Snape may not be evil, just that he is not showing 
it here.
