See, I see this completely different.  I think it will be her to use 
magic, but she wont be happy about it.  She's spent most of her life 
shunning magic.  Also, regardless who her family WAS, her family now 
is Vernon and Duddly.  They would not be very sympathetic to 
Petunia's powers.  Perunia's whole life could be shattered.  (Of 
course, given all the grief she's either given Harry, or allowed to 
be given to Harry, a little role reversal would be quite an 
interesting read, wouldn't it?)
