According to the Lexicon (you have to love that lexicon and the millions of 
hours put into it! Thank you so much guys!), Fred and George were born in 1978, 
2 years before Ron, Harry and everyone else of that year and 2 years after 
Percy. This would put them in their third year during Book 1, 5th year during 
Book 3 (perfect for them to take the O.W.L.'s) and then taking their N.E.W.T's 
during Book 5. 
At least that is how i always pictured it. This time line would also fit for 
them to not make the age requirement for the Triwizarding Tournament and have 
gotten their apparition liscence during the summer between GoF and OotP.
