I think they probably took the required number of classes and either failed the other subjects entirely or got low grades in them. In the UK, for GCSEs (OWL equivalent) the grades go from A* - G (A* is one above an A) but only grades A*-C are considered "passes". 

I mean, a D is not a fail. But it's not a proper pass either. so if a person only had 3 GCSEs at a C or above and more below that, they might call that "3 gcses".
