I belive that is plausible explanation supported by canon.
Six prefects from each house means that there are 24 prefects in whole
school. That would justify prefects having special carriage not just
compartment (OotP chapter 10).
If we consider (despite JKR's statement), that each house have 7x20=140
students, it's still 22,3 students per one prefect -- reasonable number
to take care of.
Percy being prefect in 6th year is supported by CoS.
It seem's that 5th years prefects job is to lead 1st years to their
dormitories. It is what Percy does in SS/PS. CoS does not contradict it
-- Ron & Harry missed welcome feast.
Head Boy/Girl seems to elected not selected -- there has to be some kind
of voting: "At that moment Mrs. Weasley entered the bar, laden with
shopping bags and followed by the twins, Fred and George, who were about
to start their fifth year at Hogwarts; the newly *elected* [emphasis
mine - P.] Head Boy, Percy; and the Weasleys' youngest child and only
girl, Ginny." (PoA chapter 4).
On the side note: in Book Six, there will be new prefects and I belive
that nobody doubts that Ginny would be one of them.
