It would seem it could be used to go back and correct a lot of
problems, stopping the rise of LV, etc. Perhaps that's how D'Dore
knows how things will turn out and lets Harry get into dangerous
situations, knowing he can use the TT to go back and help in the case
that Harry & Co. fails. >>>
I dont think the Time Turner can be used to actualy change time. The
Time Turner scene in PoA was carefully constucted so that every
action that Harry and Hermione influenced as their second selves had
actually already happened to their first selves (i.e. Hagrid's shout
when he realised buckbeak was gone, Harry saving Hermione and himself
from the Dementors).
Its a cool idea that the time turner can be used to fix mistakes, but
I have a feeling it would not possible - you would probably do more
damage than good - which is why McGonnagal had to get permission from
the Ministry for Hermione to have it in the first place (In fact she
probably got permission from someone who works in the time room of
the department of mysteries).
Its interesting that JKR limits the wizarding world with the same
limitations that we live under in the real world. It makes the story
so much more plausible. Things are no easier to fix in the wizard
world than it is in the real world. This first seemed to strike home
for me when we met the Weasleys. They can't just wave a wand and
conjure new clothes, a nice house or a vault full of galleons.
