It could be that the Pureblood requirement (for however far back as 
it needs to go) requires only that each of your direct ancestors were 
Wizards (ie: No Squibs or Muggles). Each generation having a Wizard 
would thus not be enough - It would need to be someone in your direct 
line of descent.

This is a matter of terms. A Muggle is someone without powers. A 
Muggle born into a Wizard Family is a Squib (ie: A non-Magic 
offspring born into a Magic Family). Neville's Usage is correct since 
he is using the term Muggle to mean someone non-Magical not a just a 
Non-Magical offspring of a Magic Family (ie: A Squib).
