My comments:
I've been away from the computer sproadically, so I don't if this has
been mentioned yet.
I got the impression from the message in the howler ("Remember my
last") that this was at least the second howler that Dumbledore had
sent Petuntia.
Vernon's comment that Marge had suggested he and Petunia ship
Infant!Harry off to an orphanage led me to believe that they'd all
discussed the possibility after bringing the baby in from the
doorstep. Perhaps Petunia agreed to keep Harry (before fully
understanding the consequences?) and later was convinced by Vernon and
Marge to give him up, prompting the first howler from Dumbledore
reminding her of the agreement she'd made.
At any rate, Petunia does appear to recognize what the howler is (she
doesn't seem to need Harry's exposition), and is very reluctant to
open it (possibly given what Dumbledore told her last time?).
As for why Harry doesn't recognize the voice...has he ever heard
Dumbledore truly furious before? Perhaps his voice was so distorted by
anger that Harry didn't recognize it?
