Wacky? Brilliant, I say.

I can alway tell when I've come across a good idea because my first
impusle it to ask, 'why didn't I think of that?'.

I'm not sure I agree with the examples you gave, but I could see Harry
using this to harrass and irritate the Death Eaters. Perhaps even
during a crucial battle, he could find an unconcious Death Eater lying
around, touch his Dark Mark, and create a major distaction for the
Death Eaters while Harry ducks for cover. There are all kinds of
possibilities here.
