Maybe because thier parents are Muggles they somehow thought Dennis
should go with Colin, (not to leave Dennis at school by himself or
something) and wrote on Colin's permission slip that Dennis
could/should go with him... and for whatever reason it was allowed.
Not as much fun as some of the other theories, but I guess it could
happen. Besides, maybe they are a little more lax these days without
the murderer Sirius Black on the loose ; )
