The first time I read the book, I thought Voldemort was an animagus, 
and thus had the same questions you have.  On my second read-through, 
I specifically watched for this, and I'm almost completely sure it 
was mentioned that Voldemort was possessing Nagini.  I don't have the 
book with me, so I can't quote it, but I'm pretty sure it's there.
