I always thought that Draco approached Harry for one of two reasons.  
One, Dad told him to because it would futher ease the minds of the 
people in the WW who still doubted him.  "Look at my son, Draco he's 
Harry Potter's best friend."

Or two, Draco did it on his own for the same reason.  How would he 
look to everyone as Harry's first friend in the WW?  He would get to 
share in Harry's limelight, and Draco is always trying to get 
attention.
