Hi, I think that for the same reason Moody Crouch wanted to keep 
Harry safe, so the LV could get to him at last. As Malfoy always 
says "Father said..."  or "Father has told me ....."  Of course 
Lucious has warned Malfoy in the first year to try and befriend 
Harry, so they could deliver Harry to LV if he ever come back, or 
take revenge. Can you imagine how easy it would be for Lucius to 
control Harry if instead of going to the Burrow for holiday, Harry 
went to the Malfoys? What a plate full! Having the second (or third 
if you count DD) most powerful wizard on his side would make Lucius 
very, very powerful indeed.
Now, as enemies, you can see how Draco is suffering. I am not sorry 
for him, I think his sneaking tactics are pitfull, and who wants 
Crabbe and Goyle as your backup? They are trolls (perhaps half 
bloods?)!
