I'm not going into whether Dumbledore should have awarded the 
points.  I can see both sides of the arguement, and I'm not sure 
which I agree with.

I do have a much bigger problem with Dumbledore's actions in PS.  He 
should have awarded the point immediately (the day before the feast) 
and then explained them at the feast.  The Great Hall should nver 
have been decorated in green and silver.  The let the Slytherin go 
in like than and then change it was (probably unintentionall) cruel.
