I doon't think so.  If they were, I think Petunia would call Lily 
her half-sister if that were the case.  It would be a good way to 
put a little distance between them in a "She's not _really_ my 
sister" way.

That said, if they are half-sisters, they lived with Petunia's 
mother and father.  She refers to "my mother and father" on page 66 
of SS. (US papareback.)
