My second question is why did the Weasley's move to Grimmauld Place

Well, Harry has protection on his house, where as the Weasleys and Hermione 
don't.  The Weasleys and Hermione would have been targets for Voldemort as they 
are very close to Harry, making Grimmuald plave (probably) the safest place 
to be.
Hermione and co being there puzzled me too, and this was the best answer that 
I could come up with.
