Britain declared war on Germany in WW2 not on a matter of ideology but because 'that annoying little upstart is pushing his weight around'. It was only afterwards that the extreme actions based on the Nazi ideology came to public light. If the Nazis hadn't tried to expand their borders and started treading on toes, how much would anyone have done to stop them? For more recent history, look to the Gulf Wars. Sanctions and general name calling was all that happened even with proven atrocities taking place. US/UK took it further only on the strength of danger to their citizens and interests beyond the Iraqi border areas. THIS IS NOT A POLITICAL THING, I'm just using them as examples of how the actual ideology of LV would likely be less important to Fudge and his collegues, lose of face and power would probably be the deciding factor.
