My 'Snap, Crackle, & Pop' theory is the the sound made when a wizard
apparates is in proportion to the effort the wizard has to put into it. 

Lots of effort = lots of sound. 

Fred and George make a loud crack because they are young and just
starting to apparate, and therefore, it takes a lot of effort and
concentration. Although, I think they are putting a little extra
forced effort in it because they like to hear the sound. Also, because
it's pretty hard to ignore them when they are making all that noise,
and the twins do like to get noticed.

Other wizards only 'pop' when the disapparate, Dumbledore on the other
hand, hard makes more sound than the swishing of a cloak when he
apparates and disapparates.

Just a thought.
