Is DD spying through the Choc frog cards?

I've been thinking about DD using the Choc. Frog cards to spy on
Harry too, the only problem I have with it is that Harry probably
doesn't carry the chocolate frog cards with him all the time, and
Dumbledore seem to be aware of almost all of Harry's actions (or at
least quite a few of them). For example In OOTP Harry is about to
be thrown out by Uncle Dursley, and just then Aunt Petunia gets a
Howler from DD. Later Harry is about to flee from 12 Grimmwauld
place and just then Phineas Nigellus appears in his painting with a
message from DD, telling him to stay there. There are numerous other
examples all through all 5 books of DD somehow being aware of what's
going on with Harry.
Also, unless Harry's Dumbledore card is on top of the stack, and
not covered by any other object, DD still couldn't see what
was going on. Harry would practically have to have his Dumbledore
Choc. Frog card pinned to his robe for this to work! :-)
