Actually, Dumbledore did it in OoP. Harry portkeyed alone to
Dumbledore's officee, so you can portkey in. Then when Dumbledore
returned, he returned by fireplace, so you can Floo in.

BUT and this is a very big BUT... we have to remember the Dumbledore
controls the enchantments that protect Hogwarts. He may have special
methods of travel htat override the protections, or he may have
dropped those specific protection for that event. 

Also, we know he arrived by fireplace but we don't know where he
arrived from. We would logically assume the Ministry, but he could
have apparated to Hogwarts entrance, or Floo to a Hogsmeade fireplace
then apparated to the castle grounds entrance, ran to the castle and
Floo from the nearest fireplace up to his office. Personally, I'm
sticking with the idea that he controls the castles protections, and
made provisions for Floo-ing back to the castle.

Alternate theory, Dumbledore has a limited direct unauthorized Floo
link to the Grimmauld Place fireplace, so he apparated back to
Grimmauld Place and Floo back to Hogwarts. 

There are all kinds of way to explain these things. 

So, using my ideas, you can have your cake and eat it too, you can
have the castle protected, and still have Dumbledore be able to get
around those protections.
