I wonder about this a lot.  My willing suspension of disbelief says yes, the 
WW invented what we know as modern plumbing centuries ago, and amazingly it 
bears a strong resemblance to 20th century British institutional plumbing.

Otherwise, the rebuilders would have have to have been in on the retrofit - 
or all subjected to enhanced memory alteration work.

I just think this is one of those occasions when the WW did not run on a 
parallel course with the Muggle world.  The WW retains non-electrical 
sources of light, for example - they conjure flame, they don't conjure 
bulbs.
