I don't think that accidental magic WOULD occur. They're squibs because
they don't HAVE magic. Filch doesn't even have magic to scrub the floors.
Mrs. Figg, by her own admission, "never so much as Transfigured a teabag".
This leaves open the distinct possibility that they're the exact opposite of
Muggleborns - they're Muggles born to wizarding families.
As far as being clueless about Muggles and Muggle inventions, this would be
EXCEPTIONALLY detrimental to their well-being. Even to work in the Muggle
Liason Office, as one person suggested, they would need to know about
Muggles. To be able to live on their own, as independent people, they would
need to be able to take care of themselves and their households without
magic. Mrs. Figg lives in the Muggle world, and Harry noticed very little
out of place at her house save the smell and the number of cats.
