the _exception_ was not being made prefect.. you seem to be laboring 
under the misapprehension that he was not made prefect because he 
wasn't good enough.

The thing is, the best argument that there can be more than two 
prefects per year - HRH fully expected (or at least considered to be a 
possibility) that all three of them _might_ get it. they were surprised 
that harry didn't get it, and were _not_ surprised that the two of them 
did.

you don't know how or when prefects are selected... it may well be 
absolutely normal for more prefects to be added in the later years. (at 
least one list member said that at his/her school the entire seventh 
year were prefects... we don't know if hogwarts uses that sort of 
system or not)
