I think Pansy is pretty developed for a minor character that does
not really interact with Harry. She does have a personality away
from draco, she is described as hanging out and being the leader of
her gang of slytherin girls, insulting others. Similar to Draco in
character, but there is nothing wrong with that. I mean, she is as
well developed a character as say Hannah Abbott or Susan Bones, or
Padma and Parvati, or Lavender.
Still, I would say Slytherin would be very patriarchical, especially
with all their obsessions with bloodlines, and whatnot. Also, Pansy
and her gang seem very prissy/high society, and less likely to dirty
their robes playing quidditch (if the guys would let them). But then
again, Bellatrix seems to fight like the best of them and be held in
great esteem by voldemort, so you never know (and Narcissa seems to
do her share as well).
the bottom line: Sure, Slytherins seems male dominated, but the
girls aren't submissive either. At least Pansy hasn't been hexed
into a slug.
