Now me (Anne):

I had a real believability lapse though, when Ron and 
Hermione, Harry's two best friends, are the two Gryffindors 
deserving of Prefect-ship. I was thinking, "Wait a second, 
*only* Harry's two best friends, out of *all* the Gryffindors 
are up for this?" I think it was then that I started to 
realize that the other characters in Gryffindor house weren't 
as fully developed as I would like. I mean, these three 
aren't the only three in the book!
 
Here's what I think happened. I think JKR wanted to make Ron 
a Prefect, a good literary decision IMHO. That was an 
interesting set-up. But I think that she realized that 
Hermione being passed over for prefect while Ron got the nod 
just wasn't going to be believable. So there you are, stuck 
with it. So in that way, yes, she "settled for Ron" but 
really what happened IMO was that she settled for Hermione in 
the interest of believability.
