My thoughts:

One thing... Fudge has proved himself to be a real pain and capable 
of "closing his eyes" to about anything.  Wasn't he either a witness 
or one of the first on the scene of the whole Pettigrew/Sirius 
scenario?  I've often wondered if he saw more than he was saying, 
but politically (who would believe Pettigrew would do such a thing, 
etc.) things were better to lay the blame on Sirius, who probably 
didn't do much to defend himself, anyway.
