I think 'stamping out' his magical ability was more important than 
than getting him out of the house for most of the year (which shows 
how much they HATE the WW and how ashamed they are that Harry is one 
of "those" people). That and letting Harry leave the house makes HIM 
happy as well, which is something they have always fought against.
