HRH and their prefect badges

Much comment has been posted as to the merits  and otherwise of the 
persons receiving Prefects badges.

IMO I think all the arguments are irrelevant.

It's a plot device, folks!

How else is Draco going to be able to try and make Harry's life a 
misery? The hint was given in the conversation on the Hogwarts Express, 
with Ron declaring he was going after Crabbe and Goyle because "Malfoy 
will be doing the same".

If Harry was a prefect as well there would  be no opportunity for Draco 
to be ESE.

Draco is outclassed, so JKR has given him an edge to even things up.
