  I understood the spell Bellatrix shot at Sirius as being a 
stunner.  As Professor McGonnagal (much older than Sirius) took a few 
of these and survived, I bet Sirius would have been fine if he had 
not gone through the veil. 
  I think the veil is a sort of doorway between the living and the 
dead that the unspeakables created while studying death.  Since it is 
a doorway to 'the land of the dead' then, yes, all of the dead 
wizards would be in the realm accessed by this world through the 
veil.  All speculation of course, but that was my initial thought 
about the veil.
