We know that MCGonagall is INDEED the one who appoints captaincy 
because Angelina says so ("McGonagall just told me I am 
Captain...").  Also, to counterpoint that a Seeker can't be a Captain-
-Cedric Diggory was Hufflepuff's 'new Seeker and Captain'.
