The veil, or the phrase "beyond the veil" is a religious reference to 
the barrier between the living and the dead. More detail is taken 
with each interpretation respective to individual creeds and 
mythologies. In Christianity the veil was placed in a temple and 
separated the seat of God from Man. Someone made an interesting 
comment on another board that the whispering voices were like 
the "susperia" (many voices) in Dante's Inferno. Wasn't there also a 
similar scene in one of the Narnia books? The kids went through a 
veil and instead of coming out the other side, they found they had 
passed into a realm of death?

Luna's last comment was a bit vague, but I think she meant that the 
dead are beyond the veil which means that they still exist. The 
opportunity exists to meet them again eventually. I guess the key 
point with Sirius was that once he'd crossed that threshold, there 
was no coming back.
