Actually, the age of majority is established at 17 in GoF (the Age Line is 
designed to keep out those who are not yet legally of age).  Gred & Forge turned 
17 in April of their sixth year (GoF); they are, therefore, 17 when OotP 
begins, 18 when they leave school.
