Well, I think it's a bit more complicated than that.  I think 
Hermione was probably on to something when she said Cho felt guilty 
about dating Harry.  And Cho definitely likes Harry - don't forget 
she felt bad about not going to the Yule Ball with him.

Really, I think she just kept bringing up Cedric because she was much 
less emotionally stable than Harry.  Whenever something made her 
think of Cedric, she'd start crying, and if Harry was around, then 
she'd start asking him all these questions about it.  I think this 
makes Harry & Cho a horrible match, but I don't really dislike Cho.  
She just has some issues to work out.
