It's because of the ages of the weasley kids.
Bill's age is uncertain but he can't have graduated from Hogwarts any
earlier than 1981 (see the lexicon for why) making him no more than 4 years
older than Charlie at the most, then Percy is 9 years younger, the Twins are
2 years younger than him,. Ron 2 years younger still and Ginny a year
younger. This means that there is an unusually and surprisingly large gap
between Bill and Charlie. People speculate that there is a
dead/evil/otherwise missing child.

Lady Macbeth then attempted to explain this with:
While this is true for the average person/family, there are special
circumstances to take into consideration here: It's all together possible that the "Reign of Terror" kept the Weasleys (and possibly other families) from considering children during that time. 

And now I (Susan) add:
But remember, if the missing Weasley is true and it was a boy, then Ron is a seventh son. And doesn't that fit in with Seer!Ron nicely?

Remember how shaken Arthur Weasley was at the Quidditch World Cup when describing why the Dark Mark scared people so much? Maybe he has personal experience. Maybe his third son was killed by the DEs - Bill and Charlie could have been too young to remember it, and Percy onwards might not have been born yet. It would also explain why Molly Weasley's worst fear is her family dying - she's already lost one child to Voldemort.
