I don't *think* Dumbledore was offered the position of Minister of Magic in 1970. Assuming he was only offered and turned down the position once, I think it's far more likely the offer came sometime around 1990. We know that Fudge was new to the position at the start of PS/SS and that he was offered it after Dumbledore turned it down. "New" can be a fairly relative term, but I don't think it would be 20 years. Plus Fudge has certainly grown more comfortable in the position as the books have progressed, so I am thinking "new to the position" means really new.
