He said he was one of the first one to arrive at the
scene of crime, meaning theer were others there also.
I don't think he would bribe them, or alter their
memories or somehow stop all of them testifying
truthfully about what they saw at the scene. And why
would he, if he is a Death Eater he would want to see
Peter behind bars, because all Death Eaters thikn a
double crosser double crossed them. Or if he thought
"Well, that is stranger than fiction," still it is not
enough to change others' testimonies. So, I think
untill Peter is captured, Sirius's name will not be cleared.
