Possibly the original members met in the Hogs Head and discussed what 
to call their group? ;)

My guess (and it is just a guess) is that since Dumbeldore has on 
both occasions been the Order's leader, he presumably chose the name. 
He's linked with Phoenixes via Fawkes and perhaps before any of the 
current members were around, the Order was as well - in 1945 against 
Grindelwald maybe, or at any other crisis time in Dumbeldore's life - 
he is 150 after all. Perhaps he has raised a group of wizard and 
witch companions in times past to assist him in fighting evil?
