Actually, I don't think events several hours apart qualify as 
scattered or random at all, especially within the general time frame 
of an entire summer vacation. We know that the sort of mistake Dung 
did isn't tolerated in the Order, and hence that it does not occur 
often. It seems logical to me that it must've been the only slip in 
guard duty ever since the beginning of Hary's summer.

One thing I would really like to know is whether Mundungus ended up 
getting that deal on cauldrons. I don't have my copy of OotP right 
now, but if he didn't I'd consider it unmistakable evidence that the 
whole thing was a set-up and that Umbridge has access to information 
from within the Order.
