Also, does this mean you can't go back in your past and then time
turn yourself back to what is your own present? For instance, could
Harry go back to 1993 and check something out, like where he buried a
stack of galleons, and then time turn himself back to 2003 so he can
find it? Or is the 2003 Harry now stuck in 1993?

Well since you have to turn the thing over once for every hour I think if he
went back a decade he'd be too busy worrying about the severe case of rsi he
d just developed to care - but other than that - yes that is how it seems to
work. However we've only seen it used incases where people need the time
they've given themselves by stepping back an hour or so so we don't know if
it is theoretically possibleto use it to take yourself back to your present.
I would imagine people assume that it can't be used to take you forward
generally because a commonly held theory about time travel is that you can
go back to the past because it exists but you cannot travel to the future
because it hasn't happened yet.
