Do all the teachers use Time Turners?

Sorry if this has been discussed before, but the Teachers must use Time 
turners surely!?  There should be 14 lessons in one period.   So there should be 
more than one class having potions at one point since the first three years have 
basic lessons (Potions, Trans, History, Herbology, etc) There is only one 
teacher per subject, so do all the teachers use time turners to teach all the 
lessons?
