Just my two cents,
But in the book didnt they say first years couldn't use brooms? I took it as
they gave Harry special permision to fly. If that is true then that would me
she was a reservist in her second year

The first book states that first years aren't allowed to bring their own
brooms to Hogwarts. Clearly, they're allowed to fly because they have flying
lessons with Madam Hooch. The special permission Harry receives is to own
his own broom.
